php_azure.dll: module not listed by "php.exe -m"

After adding php_azure.dll within php\ext and activating it within php.ini, it is not listed as an available module when performing "php.exe -m"
 
Example output after adding this module:

For this module to get noticed, it requires all of the following within Environment PATH setting:
C:\Program Files\Windows Azure SDK\v1.1\bin
C:\Program Files\Windows Azure SDK\v1.1\bin\runtimes\base\x86
C:\Program Files\Windows Azure SDK\v1.1\bin\devfabric\
C:\Program Files\Windows Azure SDK\v1.1\bin\devfabric\x86\
C:\Program Files\Windows Azure SDK\v1.1\bin\devfabric\x64\

Initially I had this Environment PATH setting pertaining to Windows Azure SDK, but an error dialog appeared when performing "php -m": "Diagnostics.dll missing":
C:\Program Files\Windows Azure SDK\v1.1\bin

Next, I had this Environment PATH setting pertaining to Windows Azure SDK, but when performing "php -m" not error occurred by php_azure module was not being listed:
C:\Program Files\Windows Azure SDK\v1.1\bin
C:\Program Files\Windows Azure SDK\v1.1\bin\runtimes\base\x86

Regarding the PATH issues:
  1. Document
  2. Installation of module php_azure.dll sets Windows Environment PATH with needed Windows Azure SDK paths to all necessary DLLs
  3. File bug with Windows Azure SDK team that its installation needs to be expanded to include paths to both executables and DLLs. I added this an issue within Windows Azure Forum:
